What, if anything, counts as an alternate general?

Alright, I've heard enough interest by people, I wanted to throw this out there.

How do people feel about the ability to use legendary permanents other than creatures as generals?
Lands would likely be discluded, or if not, implemented with a hefty ban list.
A metagame that includes the like of Tolerian ruins, and Karakas as automatic, repeatable effects is not at all in the spirit of what's being proposed here.

Planeswalkers is also a possibility, and has indeed been picked up by various EDH playgroups.

Would people rather this be a format of its own, merged into EDH, or to be left up to the players of any particular game?

If enough interest is raised, i'd be willing to throw a deck together to help test how it all fits together.

I originally voted planeswalkers, but I'd be up for opening up all options (with certain bans in place). Worst case scenario, if something is obviously over powered, we can ban it.

When I say overpowered I don't mean that we have one game with it and complain about it, I mean have a couple of different (with different kinds of decks) games, and if it appears to be too strong, then ban it.
